On May 18, the Islamic Republic of Iran activated an official social media account for a body it calls the Persian Gulf Strait Authority — PGSA — and announced that any vessel transiting the Strait of Hormuz without a permit issued by Tehran will be considered to be operating illegally. The PGSA did not materialize from nothing. According to Windward maritime intelligence, the vetting-and-payment regime it now administers has been running since approximately March 13, when the first ships began submitting ownership disclosures, crew manifests, and cargo declarations to an email address operated by Iran's armed forces. The May 18 announcement was the institutional ratification of a system that had already collected its first tolls two months earlier.
No official tariff schedule has been published. What has been documented — by Lloyd's List, Windward, and reporting corroborated by Iranian state media — is that vessels have paid up to $2 million per transit, settled in Chinese yuan. Bitcoin payments routed to IRGC-linked wallets are also being accepted, bypassing Western correspondent banking infrastructure entirely. A $1-per-barrel toll for tanker cargoes has been referenced in earlier reporting; a VLCC carrying 2 million barrels would clear $2 million at that rate. On Friday, Iran's semi-official Fars News Agency reported the launch of a Bitcoin-backed maritime insurance service called "Hormuz Safe" — projected by Tehran to generate more than $10 billion in revenue — with no disclosed operating structure and no Western insurer anywhere in the chain.
Windward's vessel tracking data as of May 5 identified 167 commercial-size vessels in the Strait of Hormuz area — and 146 of them were running dark, with AIS transponders off. Three IRGC-linked high-speed craft were observed stationary alongside a previously struck VLCC designated BARAKAH in the central strait corridor through May 18. Two vessels — HUI CHUAN and EDRIS, both flagged outside Western registries — were boarded off Fujairah within the same operational window on May 14, eight to twelve hours after Iranian warnings to the UAE.
Iran has not reopened the Strait of Hormuz. It has converted it into a toll booth — one that collects in yuan and Bitcoin, vets ownership and cargo before granting passage, and enforces compliance with IRGC patrol craft. J.P. Morgan estimated in its April energy paper that Tehran could generate $70 to $90 billion in annual revenue if the toll regime holds. The U.S. Office of Foreign Assets Control has warned that any entity — American or foreign — that makes payments to the PGSA may face sanctions exposure. Tehran has priced that risk into the structure. The payment rails do not touch SWIFT.
Six India-flagged vessels transited inbound on May 18 as a coordinated cluster — a pattern Windward assessed as consistent with bilateral safe-passage arrangements reached outside the coalition framework. New Delhi is not paying in dollars. President Trump rejected the toll framework the same day, telling reporters the Strait must remain "open, free, and without charges." Iran's Supreme Leader, per Reuters on Thursday, ordered that the country's near-weapons-grade enriched uranium not be sent abroad — hardening Tehran's position on the central U.S. demand before any permanent deal. The negotiations are still running. The tolls are still collecting.
The Operation
The mechanics of what Iran built are straightforward — and that is the part that should concern you. A vessel operator seeking transit submits a Vessel Information Declaration to info@PGSA.ir: ownership chain, insurance provider, crew nationalities, cargo type and volume, and intended routing. The PGSA reviews the submission. A permit is issued. A fee is paid — in yuan, routed through a Chinese correspondent bank, or in Bitcoin transferred to a wallet that TRM Labs has linked to IRGC financial infrastructure. The ship gets an escort through a pre-approved corridor. The arrangement is not informal. It is administered, documented, and now institutionally named.
The payment architecture is the operational tell. Yuan settlements bypass SWIFT entirely — routed instead through CIPS, China's Cross-Border Interbank Payment System, which processed a record volume of transactions in the first quarter of 2026 as Gulf energy flows reorganized. The Bitcoin channel is blunter: payments to IRGC-linked wallets, confirmed by on-chain analysis from TRM Labs, place every paying counterparty in potential sanctions jeopardy under U.S. law while keeping the revenue stream invisible to Western financial monitoring. Iran structured a chokepoint toll that the dollar system cannot trace and cannot block.
The IEA's May 2026 Oil Market Report puts the operational scale in numbers: Gulf producers are running 14.4 million barrels per day below pre-war output levels, and global oil supply is projected to contract by 3.9 million barrels per day on average across 2026. The IEA's base case assumes Hormuz flows gradually resume from the third quarter — but Baker Hughes, in its Q1 earnings call, told investors it was modeling no full reopening until the second half of the year, and the Dallas Fed's survey of nearly 100 oil and gas executives found that 80% of them do not expect the strait to fully reopen before August. That is the optimistic scenario. The PGSA launched a permanent institutional presence four days ago.
Meanwhile, the U.S. Strategic Petroleum Reserve — established in the 1970s for exactly this contingency — was at 374.18 million barrels as of the week ending May 15, down from 409 million in April and still well short of the reserve's 714-million-barrel authorized capacity. The DOE released nearly 10 million barrels in a single week last week, the largest single-week draw on record, according to data from TradingEconomics. In March, the U.S. joined a coordinated IEA emergency release of 400 million barrels globally — the largest in the agency's 50-year history — described by IEA Executive Director Fatih Birol as "only helping to reduce the pain" and explicitly "not a cure." The cure, he said, is opening the strait. The strait now has a toll.
Six India-flagged tankers transited in coordinated formation on May 18 under bilateral arrangements with Tehran, not coalition clearance. China's yuan is the settlement currency. Bitcoin is the backup rail. The IEA emergency stockpile mechanism — the West's primary non-military response to a supply shock — was designed to buffer a disruption measured in weeks. It is now buffering one measured in months, against a regime that has institutionalized the disruption and begun charging rent for partial access. The stopgap is drawing down. The chokepoint is open for business — on Iran's terms.
Trump rejected the toll framework. Tehran's supreme leader locked the enriched uranium inside Iran's borders. The ceasefire remains technically in force and operationally threadbare — Brent rose to $104.52 Friday morning after Iran ordered the uranium to stay, and the IEA projects the market stays in deficit through the fourth quarter regardless of how the negotiation resolves.
Rules of Engagement
The AAA national average for a gallon of regular gasoline stood at $4.552 as of this morning — up from $2.84 in January, up from $3.19 a year ago, and 44% higher year-over-year in every single state. Brent crude closed Thursday at $104.52 — 61% above where it traded twelve months ago. WTI settled at $96.82. The EIA's April forecast had Brent peaking in Q2 at $115 before easing — but that forecast was written before Iran launched the PGSA, before the uranium order, and before the record 10-million-barrel SPR draw last week. The EIA's own administrator said the models depend on three variables that "remain to be seen." What has been seen: 146 dark vessels, $2 million tolls, and a toll authority with a Twitter account.
The SPR now holds 374 million barrels — about 52% of authorized capacity, and declining at a pace that was not modeled under any pre-war scenario. The reserve that took four decades and multiple administrations to rebuild was drawn down by 35 million barrels in roughly eight weeks. The IEA has deployed its emergency stocks once and acknowledged a second tranche would be a reprieve, not a resolution. Goldman Sachs warned in a May 5 note that easily accessible buffers of refined products — naphtha, LPG, jet fuel — are being depleted faster than crude, creating localized shortages before the headline inventory numbers flash red. Your gas station gets its feedstock from a refinery. The refinery gets its naphtha from the Gulf. The Gulf is running at 14.4 million barrels per day below normal.
The pump price of $4.55 this morning is not a supply disruption number — it is a controlled-access-to-the-strait number, and Iran just made that access permanent and institutional, priced in a currency the U.S. cannot sanction off the rails and settled through a payment network OFAC cannot freeze. Every gallon you buy this summer is priced against a Brent contract that reflects a strait with a toll booth, a 374-million-barrel buffer that is drawing down at record speed, and a diplomatic track that Tehran just complicated by locking its uranium inside its own borders. Your financial advisor will tell you crude prices are "elevated due to geopolitical uncertainty." The uncertainty has a name, an email address, and an official Twitter account.
