By the first Friday of December, the naval buildup off Venezuela’s coast had been running for three months without a single tanker seizure — but the infrastructure for one was fully assembled: warships, aircraft, and a Treasury sanctions list already targeting the nearly 400-vessel shadow fleet that keeps Venezuelan crude moving to buyers willing to ignore whose flag it sailed under.
In November, the Russian-flagged tanker Seahorse, already sanctioned by the EU and UK, was forced to turn back toward Cuba by the USS Stockdale not once but several times while trying to deliver naphtha needed to process Venezuela’s heavy crude — before eventually slipping through anyway.
A blockade doesn’t need to seize a single ship to function as one. Three months of warships forcing tankers to reroute, refuse cargo, or simply wait offshore accomplishes the same economic damage as an outright seizure — it just does it more quietly, and without a headline attached to any single vessel.
Executive Order 14245, signed back in March, had already put a 25 percent tariff on any country buying Venezuelan oil — a secondary-sanctions structure identical in design to the one Washington had used against India over Russian crude just months earlier, now aimed at the hemisphere’s largest oil reserves.
The blockade had a name, a fleet, and a legal foundation months before it had its first seizure.
The Operation
Venezuela’s roughly 400-vessel dark fleet exists for one purpose: to obscure origin, ownership, and cargo well enough that insurers, ports, and buyers can plausibly claim they didn’t know they were handling sanctioned crude — the same architecture Iran and Russia have both built and relied on for years.
Every US warship patrol, every forced turnaround, every added sanctions designation raises the operating cost of that architecture without technically banning a single transaction — insurance premiums climb, transit times stretch, and buyers willing to accept the risk shrink to an ever-smaller circle willing to accept an ever-larger discount.
China has been the main buyer absorbing sanctioned Venezuelan crude for years, and every barrel that gets diverted, delayed, or seized doesn’t disappear from the market — it just becomes a barrel Chinese refiners have to replace, at full price, from somewhere else. A blockade on Venezuela is also, quietly, a tax on Chinese refining margins.
PDVSA, Venezuela’s state oil company, was already managing a growing glut of unsold crude sitting in onshore storage by early December, a sign the blockade’s economic pressure was compounding even before any single tanker made international headlines.
The pressure was building in a storage tank, not a headline, and storage tanks don’t stay patient forever.
Rules of Engagement
A slow-motion blockade that never announces a single dramatic seizure is easy for American consumers to miss entirely — right up until it either resolves quietly or escalates into the kind of event that moves the price of every barrel of oil worldwide, heavy or light, sanctioned or not.
Refiners built specifically to process heavy, sour crude — a category Venezuela specializes in and Canada’s oil sands roughly mirror — are the first place any real supply disruption would show up, long before it reaches a gas station price sign in a form ordinary drivers would recognize as connected to Venezuela at all.
A blockade you haven’t heard about is still a blockade — the pressure on Venezuelan oil has been building for three months, quietly, and quiet pressure has a way of becoming a very loud price move the moment it breaks.
