The sanctions package landed on 10 January and the tanker market spent the next sessions sorting hulls from ghosts, after Treasury named Gazprom Neft, Surgutneftegas, and more than 180 vessels tied to Russian oil flows.
By 15 January, the trade was no longer about whether Russian crude moved. It was about which flag, insurer, trader, bank, and routing window could still touch it.
OFAC did not need to stop every barrel. It needed to make every intermediary prove they were not the next target.
The move hit producers, traders, oilfield providers, insurance nodes, and named vessels in one file, turning shipping compliance into a live market variable.
The manifest became evidence.
The Operation
Shadow finance works by distance: a vessel changes name, a beneficial owner sits behind a shell, a cargo transfers ship-to-ship, and payment clears through a bank that sees trade goods, not war revenue.
Treasury attacked the chain by naming fixed points: producers with export volume, vessels with IMO records, and service firms that keep sanctioned oil inside commercial form.
More than 180 vessels were placed inside the same enforcement perimeter as two major Russian oil producers.
After that, every port agent, bunker supplier, P&I club, and commodity desk had to treat the cargo as a liability before treating it as supply.
Oil still moves. Credit gets colder.
Rules of Engagement
For consumers, the danger was not one lost Russian barrel. It was friction across the barrels that still moved, because friction becomes insurance, insurance becomes freight, and freight becomes retail price.
Diesel is where the chain bites hardest: farm equipment, trucks, rail, backup generators, and every pallet that crosses three warehouses before reaching a store.

The vessel name was the warning shot.
