Wednesday night, Trump signed the bill ending the longest government shutdown in American history — 43 days, resolved only after eight Senate Democrats broke ranks to advance a funding measure that gave Republicans almost everything they wanted and Democrats almost nothing they’d shut the government down to get.
The Affordable Care Act subsidy extension that triggered the standoff in the first place wasn’t in the final bill. More than 20 million Americans are now facing premium increases next year with only a promised, non-binding future Senate vote to show for seven weeks of furloughs, missed paychecks, and frozen federal contracts.
A 43-day shutdown that ends with the losing side getting nothing it fought for isn’t a resolution. It’s a demonstration of exactly how little leverage a minority party holds once furloughed workers, canceled flights, and delayed SNAP benefits become the daily cost of holding the line.
Six Democrats crossed over in the House to help pass it. Two Republicans voted no. The math that ended the shutdown ran through defectors on both sides, not through either party’s actual position holding.
The government reopened. The fight that closed it did not get settled — it got postponed onto a promise nobody can enforce.
The Operation
Markets that had spent six weeks pricing a mechanical, temporary shutdown drag now had to price the opposite: a fourth quarter artificially suppressed by the funding lapse, followed by a first quarter of 2026 artificially inflated as delayed federal spending, delayed data, and delayed hiring all catch up at once.
That kind of quarter-to-quarter distortion is exactly the setup that wrongfoots models built on clean, evenly distributed growth assumptions — GDP prints on either side of the shutdown were about to look far more volatile than the underlying economy actually was.
Federal employment alone fell 162,000 in October, but the government’s own data flagged that deferred-resignation buyouts from earlier in the year were tangled up in that same number — meaning even the cleanup data arriving after the shutdown couldn’t cleanly separate shutdown damage from a separate, unrelated federal downsizing already underway.
Airlines had already cut 6 percent of scheduled flights due to air traffic controller shortages, with cuts set to rise to 10 percent by the shutdown’s end — a disruption that reversed within days of reopening, but not before reshaping November travel bookings across the entire industry.
The data will eventually show the shutdown as a blip. The travelers who missed Thanksgiving flights over it will remember it as more than that.
Rules of Engagement
The roughly 750,000 furloughed federal workers get back pay under the reopening deal, but the small businesses, contractors, and local economies that depended on their spending during the seven-week gap don’t get an equivalent retroactive fix — that lost revenue simply didn’t happen and won’t be repaid.
For anyone with ACA marketplace coverage, the fight that caused all of this remains completely unresolved heading into open enrollment — the premium spike Democrats went to the mat over is still scheduled to hit, just with the shutdown that was supposed to prevent it now over and the leverage gone.
