Wednesday morning, Trump signed an executive order that had nothing to do with trade deficits or fentanyl — it accused India, by name, of “directly or indirectly importing” Russian oil, and used that finding to double the country’s tariff rate to 50 percent, among the highest the US has placed on any nation.

The stacking was explicit: 25 percent already threatened over trade imbalances, plus a fresh 25 percent penalty layered on top, justified under the same 1977 law Trump has used to declare tariffs a matter of national security.

This wasn’t a tariff. It was a secondary sanction wearing a tariff’s paperwork — the same mechanism Washington has used for decades to punish anyone who trades with Iran or North Korea, aimed for the first time at a formal US strategic partner over its energy imports.

India’s government called the move “unfair, unjustified and unreasonable,” pointing out that other countries buying the same Russian barrels weren’t getting the same bill — a fair question the executive order itself left open, reserving the right to add more countries later without naming which ones.

The Operation

Secondary pressure

Direct sanctions on Russian oil sales have leaked for three years — India and China simply became the buyers Moscow needed once European demand vanished, absorbing discounted barrels that would otherwise sit unsold.

A direct sanction on Russia doesn’t touch that leak. A tariff on the buyer does — which is exactly the tool Washington reached for once its own special envoy, mid-negotiation with Moscow over Ukraine, needed leverage that didn’t require Congress or a new sanctions bill.

India had been in five rounds of trade talks with Washington and was reportedly on track to be among the first countries to land a deal — ahead of Japan, ahead of the EU. The Russian oil penalty didn’t just tax a purchase. It blew up months of negotiating goodwill in a single executive order.

The math behind the accusation was itself part of the pressure campaign: Trump has publicly accused India of buying discounted Russian crude and reselling refined product on the open market for profit, turning an energy purchase into an allegation of profiteering off a war.

The tariff didn’t stop the oil. It just made buying it cost fifty percent more at the register on everything else.

India’s government estimates the tariffs threaten $48 billion in exports to the US — textiles, gems, jewelry, leather goods, and pharmaceutical ingredients that show up in American supply chains far downstream from anyone thinking about Russian crude.

A trading partner punished this hard has an obvious next move: deepen ties with the buyer who didn’t punish it, pushing India further into the same China-Russia trade orbit the tariff was ostensibly designed to weaken.

A tariff aimed at Moscow’s oil money landed on New Delhi’s textile workers — and the generic drug ingredients and gems moving through that same pipeline are now a lot more expensive on your side of the transaction, too.
