Oil prices swung within the first hour of trading, torn between two contradictory forces — the removal of years of Maduro-era instability risk pulling prices down, against the genuine uncertainty of what comes next in a country holding the world’s largest proven oil reserves pulling them back up.
Venezuela produces less than 1 percent of global oil supply today, a fraction of its historic capacity. The market wasn’t repricing a supply shock. It was repricing a decade-long question about whether the world’s largest reserves might eventually reenter global markets — and that question is worth more to a long-term oil price forecast than a single weekend’s barrel count ever could be.
Shares of Chevron, the only US major still operating in the country, jumped as much as 10 percent in premarket trading. Exxon and ConocoPhillips, both holding multi-billion-dollar arbitration claims from decades-old nationalized assets, rose alongside it — the market was already pricing a scenario where sanctions eventually lift and old claims get resolved.
The regime fell over a weekend. The oil market spent Monday trying to price a decade of consequences in a single trading session.
The Operation
Trump’s own framing — that “very large United States oil companies” would go in, “spend billions of dollars, fix the badly broken infrastructure and start making money for the country” — described a reconstruction timeline measured in years and tens of billions of dollars, not the weeks the stock moves suggested traders were pricing.
Decades of underinvestment, nationalized and later abandoned infrastructure, and a mass exodus of the technical expertise needed to run the country’s oil sector mean any actual production recovery, even under ideal political conditions, would unfold over years rather than the fast repricing equity markets delivered within a single session.
Rystad Energy’s own analysis compared the likely path forward to post-Gaddafi Libya rather than a clean transition — multiple factions vying for power, years of instability before any production increase materializes. The stock market bought the headline. The energy analysts were already pricing the more complicated, slower reality underneath it.
The global oil market was already expected to run a historic supply glut in 2026 regardless of what happened in Venezuela — meaning even a full, rapid return of sanctioned Venezuelan barrels would represent less than 1 percent of global supply, absorbed rather than disruptive, according to analysts who’d modeled the scenario for months.
The world doesn’t need Venezuela’s oil back quickly. The stocks that jumped Monday were betting on a future that, if it arrives at all, arrives on a much longer clock.
Rules of Engagement
A regime change halfway across the hemisphere doesn’t show up at an American gas pump overnight — Venezuela’s current output is too small, and any recovery too slow, to move prices at the pump in any timeframe shorter than years.
The genuine exposure for ordinary investors runs through the oil major stocks that jumped on the news, not through any near-term change in fuel costs — anyone holding those names got a real, if speculative, repricing gain on a bet about a reconstruction that could easily take the rest of the decade to play out, or stall entirely.
