Graham Sanctioning Russia and Iran Act of 2026 was about to impose on Russia — days before they were due to take effect, and with no end date in the text.The law, signed in September, would have laid tariffs of up to 100 percent within 30 days on goods from the five largest importers of Russian crude and gas, Reuters reported. The order says the waiver stands until the president or other officials decide that “further action is appropriate,” and Trump certified to Congress that it serves the national interest. On Saturday Secretary of State Marco Rubio put a number on it: Trump will take up to 60 days to weigh the economic impact, Reuters reported. The order itself names no duration.Seven days earlier, on Friday 9 October, Trump had announced a deal with Vladimir Putin to put more Russian diesel on the US and world markets, Newsweek reported, and the Treasury followed with temporary relief for certain Russian-origin diesel transactions. Newsweek reported that the order does not mention diesel and drew no causal link between the two.Reuters has now described the volumes twice in three days, and the two accounts differ on timing and scope. On Saturday: more than 300,000 metric tons for the United States, with shipments in November and beyond. On Monday: planned Russian diesel exports of about 2.3 million barrels this month, rising to about 7.6 million barrels a month, to the United States and other countries. This letter cannot reconcile them.Kirill Dmitriev, Putin’s investment envoy, called the waiver “a truly historic moment.” Ukraine’s president criticized the order and warned it would embolden Putin. The paper and the barrels are on different schedules. The order suspends a penalty with no expiry, the review has up to 60 days, and the diesel has two start dates. Nothing published so far shows a cargo that has sailed under any of them. A suspended penalty is a decision about a date. It is not a delivery.By 1002 GMT on Monday, Brent was at $108.52, down $1.34 from Friday’s settlement, Reuters reported, and Phillip Nova’s Priyanka Sachdeva called the waiver “another desperate attempt” to keep oil prices in check. That is an intraday price, and it will have changed. Under what it calls Operation Economic Outcast, the Treasury and the State Department designated an Iraqi lender, a Cuba-based bank, two Iranian offshore banks and a Dubai-based intermediary it says carried Iranian crude proceeds through Hong Kong and the UAE as cash and gold — allegations in a designation notice, not court findings, as Sunday’s letter reported.The next day, the penalties written for the buyers of Russian oil were suspended.Then the barrels. Kpler data showed Gulf crude flows at a seven-day average of about 8.5 million barrels a day last week, down from more than 20 million the week before, with at least 10 confirmed incidents involving commercial vessels, Reuters reported on Monday. Sunday’s letter printed a different Kpler figure, 11.6 million barrels a day through Hormuz in the week to 13 October, as Al Jazeera relayed it. The windows and definitions differ, and this letter cannot reconcile them.Set the diesel beside the loss, with the caveat that crude flows and diesel exports are different goods. A drop of more than 11 million barrels a day, against a planned peak of 7.6 million barrels a month, which is about 250,000 a day. The arithmetic is this letter’s own.Rubio named the complication on Saturday: India, a US partner that remains heavily dependent on Russian oil, a complication, he said, because the Act also calls for tariffs on countries that import Russian energy, Reuters reported. Of the diesel, he said, “That diesel is going to be sold one way or the other.” The only open question, he added, was how much the United States would receive. One week, two levers on the same pump. A designation raises the cost of a route; a waiver lifts the cost from one. Neither one counts a barrel. On the numbers published, the announced diesel is about 2 percent of the drop Kpler recorded last week — a measure of scale, not a forecast of anything.On one side, a Treasury publishing routes by name. On the other, a White House suspending penalties without naming a day. RULES OF ENGAGEMENTYour exposure The pump is where the paper ends. AAA put regular gasoline at $4.2953 on 19 October, against $4.3556 a week ago and $4.4759 a month ago. Diesel ran the other way over the week: $6.3187 today, $6.2665 a week ago, $6.4866 a month ago.The ten-year Treasury yield in the Federal Reserve’s H.15 series stood at 5.24 percent on 9 October, 5.21 on 13 October, 5.19 on 14 October and 5.10 on 15 October; Friday’s reading had not been posted when this letter was written. TipRanks put the yield near 5.07 percent in premarket trading. Fed Chair Kevin Warsh spoke on Thursday and avoided committing to a policy path, FXStreet reported, and the dollar index traded below 102 on Monday morning after closing Friday lower, ending a four-week winning streak.At 5:45 a.m. ET, S&P 500 futures were up 0.46 percent, Nasdaq-100 futures up 1.03 percent and Dow futures up 0.04 percent, TipRanks reported. Those are futures, not closes. Friday’s closes were 7,659.44 for the S&P 500 and 26,140.03 for the Nasdaq Composite, per the Associated Press. Spot gold traded near $4,175 in early Monday trading, Mitrade reported, after a range of $4,073 to $4,217 last week. Four dates carry the exposure. The weekly petroleum report from the Energy Information Administration lands Wednesday 21 October; the Fed announces its decision Wednesday 28 October at 2:00 p.m. ET, with its officials in their pre-meeting blackout; the midterm elections fall on Tuesday 3 November; and Rubio’s review of up to 60 days, if counted from Friday’s order, ends 15 December. Anyone who drives to work, hauls freight, or carries a loan that resets off the ten-year is exposed to that calendar whether he marked it or not, and by Tuesday somebody on television will call it energy policy.
